Local police agencies are grappling with a new protocol established by the Office of the Maine Attorney General that calls on authorities to not charge homeless people with minor crimes but instead focus on connecting them with service providers who may be able to help.

‘He was aiming to shoot’
Rose Clayton said she was just getting off Interstate 295 on Tuesday when a man in the car in front of her slammed on his brakes, got out and pointed a gun at her. She later recognized him when she saw photos of Joseph Eaton, now charged with murder in the fatal shooting of his parents and family friends.
