FARMINGTON – A federal judge has dismissed a $1.5 million lawsuit filed by an injured inmate against a Franklin County detective, the Sheriff’s Department and the jail.

David Ullring, 56, of Farmington Falls, acting as his own attorney, claimed Detective Thomas White, the Franklin County Sheriff’s Department and the Detention Center deprived him of his constitutional rights. Ullring filed the suit last August in the county Superior Court, but county attorney Peter T. Marchesi had the case moved to U.S. District Court in Bangor.

According to a court representative in Bangor, the justice granted Marchesi’s summary judgment request for dismissal. Ullring failed to respond to the request within the allotted 21 days, prompting dismissal, Marchesi said.

Attempts to reach Ullring were unsuccessful Friday.

Ullring sought $500,000 from each of the three parties for punitive damages and future medical expenses. He accused White of “unwarranted assault,” criminally endangering his life and violating other rights under the U.S. Constitution.

He accused White of violently assaulting him as he was turning to leave a “nonviolent, nonthreatening confrontation” outside the jail. He claimed White, who he said was accompanied by two uniformed deputies, violently “manhandled” him into the jail, where he was arrested on a charge of criminal trespass.

Ullring accused the Sheriff’s Department of mishandling a nonviolent situation; failing to respond to his requests for clarification, initiating the confrontation unnecessarily and falsely arresting him.

He also claimed the detention center denied him medical attention for a bump on his head, refused to respond clearly to his questions, called in deputies unnecessarily, and precipitated the confrontation.

Marchesi said the allegations were “false” and “frivolous.”

“Everyone involved in the alleged incident acted in a professional manner,” he said.

He also claimed Ullring received appropriate medical attention for what he termed “a minor injury.”
