HARTFORD – Selectman Pete Theriault said volunteers David Kraske and John Convey are saving the town $20,000 in revaluation cost.

Residents Kraske and Convey are updating tax cards and photo files, and measuring and recording the number of exterior structures on properties. This is work that the town will not have to pay Paul Binnett from O’Donnell Association, the firm that the town has hired to assess properties.

Kraske and Convey have already identified thousands of dollars in improvements, which have not been assessed for tax valuation. The project known as the equalization project will have an impact on individual property valuation, but the overall tax bill may not see an increase because the tax base will be more equally distributed.

Code Enforcement Officer Kay Hawkins requested that selectmen consider adopting an ordinance requiring a permit of occupancy. Hawkins would like to see it modeled after one used by the town of Hebron.

Theriault agreed that an occupancy permit would be good. Selectmen plan to review the Hebron occupancy permit, draft one suitable for Hartford and present it at the town meeting.

Selectman Scott Swain did a site inspection of the damaged culvert on Daken Lane. Resident Candance Pomerleau said the damage occurred as a result of the garbage and plow trucks turning in her driveway. Selectman Dave Bowen said that the town has a policy that residents buy the first culvert, and the town provides installation and ongoing maintenance. He added that the town has an obligation to replace the damaged culvert. Road Commissioner Alan McNeil said that he would get it replaced.

Selectmen will present three articles concerning solid waste at the annual town meeting on June 17. One is to keep curbside pickup and to operate the transfer station; this article reflects current practice. Another article proposes eliminating curbside pick up and handling solid waste strictly through the transfer station. Selectman and Chairman of the Solid Waste Committee Scott Swain supports another article that recommends pay per bag. If passed, the revenues would offset the cost of solid waste disposal; this is equivalent to $50,000 or 1 mill.

Nomination papers are available for a selectperson and road commissioner. Filing deadline is 4 p.m. May 12. Elections are June 17.
