FARMINGTON — The chairman of the Board of Selectmen was arrested Monday on a domestic violence assault charge against a child younger than 14, Franklin County Scott Nichols Sr. said Wednesday.

On Monday, Ryan Morgan, 40, of Farmington came to the Sheriff’s Department office to be interviewed by Detective Kenneth Charles and afterward was arrested on the misdemeanor charge, Nichols said.

The child was injured Nov. 6, he said.

Farmington police received a DHHS referral on Nov. 10 and gave it to the Franklin County Sheriff’s Department to handle because Morgan is on the Farmington board, he said. The referral initially came from school personnel to the state, he said.

Morgan was taken to the Franklin County jail in Farmington and posted $250 cash bail. He is scheduled to appear in a Farmington court on Nov. 25.

Morgan declined comment Wednesday.

Morgan has been a selectman since 2009. He was elected vice chairman in 2012 and chairman in 2013.

He also served on the Budget Committee for four years prior to becoming a selectman. As a selectman, he represented the board on the Police Space Needs Committee.

Morgan, a self-employed electrician, was instrumental in raising $38,500 to benefit Lac-Megantic after a runaway train that carried crude oil exploded in July 2013, killing nearly 50 people and destroying many buildings and roads.

He was also elected to serve on the Franklin County Budget Advisory Committee for the past three years. His term expired June 30.
