WATERFORD — Incumbent Selectman Richard Hunt will be the sole candidate on the March 2 annual town election ballot.

Hunt, of 445 Blackguard Road, is running unopposed for re-election to the post he has held since 2009.

Deputy Clerk Betty Becker said annual town election voting will be held at the Waterford Municipal Office from 9 a.m. to 8 p.m. on March 2. Action on the 68-article town meeting warrant will begin at 9 a.m. on Saturday, March 3, at the Waterford Municipal Office.

Hunt said Wednesday that he is looking forward to a second term, when he and his fellow selectmen hope to have a fiscal ordinance implemented.

“We want to get a fiscal ordinance in place so our successors have a financial plan,” Hunt said when asked what his future plans as a two-term selectman will be. Hunt said the proposed ordinance is intended to provide future Boards of Selectmen with information ranging from how to put together the town budget to using purchase orders and going out to bid on projects.

Additionally, the document will provide internal financial controls that Hunt said would have helped avoid incidents such as the 2008 embezzlement of town funds by former deputy town clerk Jennifer Morin several years ago.

Morin, then 35, of 339 Norway Road, resigned as deputy clerk on Feb. 3, 2008, and pleaded guilty in Oxford County Superior Court in January 2009 to stealing about $158,000 from town accounts from 2002 through 2008. The discovery was made after an audit of the town books.

Hunt, who is a tax accountant by profession, said the town used an old handwritten ledger until recently to record some of its fiscal transactions and that procedure probably led to the embezzlement. Morin is currently repaying the town at $50 per week.

Hunt said he believes his most valuable accomplishment as selectman during his first term was organizing the budget process.
