NEW SHARON — A convicted felon remained in jail Wednesday evening on charges of terrorizing a woman at a home on Main Street and possessing a firearm.

Philip Howe, 44, was arrested Tuesday on felony charges of domestic violence terrorizing and possession of a firearm by a prohibited person, Franklin County Sheriff Scott Nichols Sr. said.   

Sheriff’s deputies and Maine State Police troopers responded to a 911 call at 3:08 p.m. of a domestic disturbance. The caller said Howe was intoxicated, threatened to physically harm to her, was armed with a handgun and had left the house, Nichols said.

While talking to dispatchers, Howe returned to the house so the woman locked herself in the bathroom, the sheriff said. 

When Sheriff’s Lt. David St. Laurent and Trooper Reid Bond arrived at the house Howe came outside and was arrested. The handgun was found nearby, Nichols said. 

Howe was taken to the Franklin County Detention Center in Farmington and appeared before a judge Wednesday. Bail was set at $2,500 cash, or $500 cash and a supervised release contract, according to a jail officer.

Assisting in the incident were lead investigator Deputy Brian McCormick, Deputy Alan Elmes, Detective Kenneth Charles and State Police Detective David Powser.

“This is another example of deputies and troopers working together in Franklin County to resolve potentially serious incidents peacefully,” Nichols said.

A conviction on each of the felony charges is punishable by up to five years in prison.

Howe is a felon and prohibited from possessing or using a firearm. He has an extensive criminal history in Oregon, Massachusetts and Maine, Nichols said.
