SABATTUS — The Board of Selectmen voted Tuesday night to pay All States Asphalt Inc. for work deemed complete by the town, or about half the total amount.
The board voted Nov. 13 to withhold payment because of contract violations, including subcontracting work without approval and not meeting deadlines.
Some of the work completed was “less than satisfactory,” according to board Chairman Mark Duquette.
Representatives of the company attended Tuesday’s meeting to discuss plans to remedy the problems.
Ron Simbardi of All States said the company will complete and repair the paving at the transfer station and the highway garage, as well as patching other areas from the Littlefield and Williams roads.
The board agreed to pay $249,600 for the completed work and the balance of $284,300 once the remaining contracted work is finished to their satisfaction.
Simbardi said they will plan to finish the paving in the spring, once the roads are warm enough. He also said the reason they subcontracted work was because they were busy and behind schedule.
“We put on a smaller contractor to sub and we were delinquent in our proper notification and got lax in the process,” he said. “Unfortunately the company didn’t do a great job, and we were disappointed with that. Whether we did the work or not, it’s our contract and we want you to be happy with it.”
In other matters, the board scheduled the annual town meeting for 6 p.m. Thursday, May 16, at the Municipal Building.
Town Manager Anthony Ward said he plans to start the budget process earlier this year so it won’t be rushed. A meeting with department heads is planned next week, he said.
