OLD ORCHARD BEACH — An Auburn man has been arrested on suspicion of assault and kidnapping charges.
David Glenn, 41, who has a lengthy criminal history, including domestic violence, has been found not competent to stand trial several times in the past because of his low IQ, and previous charges have been dropped.

He was being held Wednesday at Cumberland County Jail on $2,500 bail, according to police.
Old Orchard Beach police responded around 12:30 a.m. Sunday to the report of a fight and a woman screaming at the Sea View Motel at 65 West Grand Ave., according to police.
When police arrived at the scene, officers were unable to find a disturbance. Nearby witnesses reported hearing a woman screaming and someone possibly being hit. A dark-colored SUV was reportedly seen leaving the hotel prior to police arriving.
Maine State Police notified local dispatch that a woman had reportedly fled from a dark-colored SUV on Interstate 95 northbound near the mile 46 marker, according to police.
The woman was found to have severe facial injuries and was taken to Maine Medical Center in Portland for treatment. She reported being assaulted at the Sea View Motel parking lot by her ex-boyfriend, Glenn, according to police.
The woman said Glenn forced her into a black Ford Escape and drove north on I-95. The woman said she was again assaulted while in the car. She got out of the car when Glenn stopped at the toll booth area, according to police.
The man and woman were believed to have been attending an event together in Old Orchard Beach before the incident, police said.
Glenn’s car was found by police at Drummond Street in Auburn at around 5 a.m. and was towed to the Old Orchard Beach Police Station for further investigation, according to police.
Glenn turned himself in to Auburn police Sunday. He was initially charged by state police with aggravated assault and violation of previous bail conditions. An arrest warrant was obtained by Old Orchard Beach police charging Glenn with aggravated assault and kidnapping.

Glenn was a subject of a 2016 Sun Journal investigation into criminal defendants charged with felony crimes who are released with all charges dropped because they were deemed incompetent to stand trial because of low IQ.
Between 2002 and 2013, Glenn was charged and convicted of domestic violence assault, criminal trespass, criminal mischief, violating a protective order and criminal threatening with a dangerous weapon. He was also charged 10 times during that period with violating conditions of release from jail and convicted seven of those times.
But in four of his criminal cases — one in 2008 and three in 2009 — all charges were dismissed when Glenn was found not competent to stand trial because of intellectual disability. Those charges included criminal mischief, domestic violence assault, probation violation and violating condition of release.
