LIVERMORE — A special town meeting will be held in January to discuss and again vote on the proposed dissolution of the Oxford County Regional Recycling Corp.
Voters will be presented with information on the steps that have been taken to date and what the corporation’s dissolution will mean for the town.
At the annual town meeting in June, voters approved allowing a representative to act on the town’s behalf for final resolution in the event that the group dissolves.
Formed more than 20 years ago, it originally included about 20 towns. In July, 12 of the 15 remaining municipalities voted to dissolve.
Livermore officials received a letter in August that read, in part, “Without sufficient recycling volume to be cost-effective, the board recommends dissolution effective July 1, 2017.”
The letter told town officials that to meet the terms of the agreement, they must present the question of termination of the agreement by printed ballot.
“The vote may be at the next annual town meeting, at a special election called for that purpose, or placed on a ballot during the Nov. 8 general election,” according to the letter.
Livermore voters approved the question Nov. 8 by a vote of 749-470, with 74 blank ballots and one voided. A two-thirds majority vote was necessary for the town to be considered in favor of dissolution, but only 58 percent voted in favor.
Of the 15 municipalities that are still part of the corporation, 13 put the question before voters during the general election. Only five towns voted to dissolve the corporation and some did not have the required two-thirds majority.
At a Nov. 15 meeting of the Livermore Board of Selectpersons, member Megan Dion said, “Half of the voters had no clue what the question asked.”
Board Chairman Mark Chretien said dissolving the corporation would save the town at least $4,000, if not more, in 2017. No fees would be due during the first six months of 2017, he said.
“There will be hauling fees for televisions and lightbulbs,” Chretien said.
To dissolve the corporation, at least eight of the remaining municipalities must approve the action by printed ballot with a two-thirds majority vote.
Livermore selectpersons have tentatively set Tuesday, Jan. 10, at Spruce Mountain Primary School as the date and location for the special town meeting.
