RUMFORD — Voters Tuesday elected Chris Brennick and James Windover to three-year positions on the Board of Selectmen.

Town Clerk/Treasurer Beth Bellegarde said totals in a very competitive race was Brennick with 531 votes; Windover, 524; Steve Dyment, 499; and Gabrielle Johnson, 454.

Board Chairman Brad Adley and Frank DiConzo are giving up their seats, opening the way for two new members.

Voters also approved Article 8 by a vote of 565-428, which provides a $2M bond for a downtown capital improvement project. This vote had been moved to the secret ballot vote during the annual business meeting on June 6.

The article authorizes the town to borrow up to $2 million from the Maine Bond Bank for the project and to spread those payments over 15 years. The estimated maximum interest rate is 3.5 percent, with interest totaling $560,000.

As far as the impact on taxpayers, Town Manager John Madigan said that between the bond the town is paying off and the proposed bond, it’s almost a wash.

The capital improvement project in the downtown consists of replacement of the sewer and storm drain system under several streets, as well as replacement and/or reconstruction of several streets, and the replacement and/or placement of sidewalks in the downtown. Together with associated tree containment and lighting and other associated improvements, the project is estimated at $4.2 million.

Construction is slated to begin in the spring of 2017.
