AUGUSTA — A former longtime director of Maine’s Emergency Management System and several local doctors, a nurse and paramedics, were among those honored during a ceremony at the State House on Tuesday.

Recognized during the annual State EMS awards in the Hall of Flags were:

• LifeFlight’s Lewiston base manager, Lori Metayer, a paramedic and registered nurse from Lisbon Falls;

• Dr. Rebecca Chagrasulis of Rumford; and

• Paramedics Sylvia Hull of Sabattus and Peg Frost of South Paris.

They received Excellence in EMS Awards.

“Lori works with Doctors Without Borders extending her reach beyond the state of Maine,” Metayer’s award citation from Maine EMS Director Shaun St. Germain read. “No matter what service a provider works for, Lori has always made time to answer their questions.”

Among other attributes, Chagrasulis was honored for being a “voice of reason with a touch of humor, even when things get heated.”

Hull’s citation recognized her many years of service locally and with the Portland Fire Department’s Medical Crisis Unit, which she retired from after 25 years. But Hull remains an active EMS provider, the citation noted.

“Even in retirement, Sylvia can still be found climbing out of the back of an ambulance, whether it be for Sacopee Valley or Lisbon EMS,” the citation read.

Frost was recognized for her more than 38 years of service. She has been nominated 29 times for the award over her career.

“Peg was not a difficult choice for this award,” her citation read. “Described as a ‘rare gem in EMS,’ Peg has always been willing to help out with new providers and students, community events and looking for new ways to advance EMS in Maine.”

Dr. Alfred Riel of Lewiston and paramedic Toby Martin, former rescue chief of Turner, were recognized with Merit Awards for service to the state’s EMS system.

“Since 1986, Dr. Riel has served EMS in Oxford, Franklin and Androscoggin counties with integrity, compassion and generosity,” the citation for Riel read.

Riel has been a member of the Tri-County EMS Regional Council for more than 25 years. He is the medical director of the Department of Emergency Medicine at Rumford Hospital and serves as the medical director for Med-Care Ambulance.

“He is a strong advocate for EMS providers and has empathy for the challenging circumstances that EMS providers often operate under,” Riel’s citation read. “Dr. Riel frequently goes on EMS ride-alongs, not to supervise but to keep in touch with the challenges of prehospital emergency medicine and the reality of the work.”

Martin was recognized for taking on a leadership role in Turner.

“Change in leadership and some unfortunate circumstances brought the service to a low point with the risk of closure,” Martin’s citation read. “Toby was hired by the new town manager, took on this challenge and restored the service to its former highly regarded status.”

Also being recognized with the Governor’s Award was Jay Bradshaw of Belgrade, the former state EMS director.

Bradshaw was recognized for his 28 years of service and contributions to the system at a state and national level.

“On the national level, Jay put Maine EMS on the map as an example of what an EMS system could accomplish through professional collaboration,” Bradshaw’s citation read. “I can only surmise it was his inner pride in our system and unwavering integrity that made it possible for him to accomplish so much and withstand the political pressures for his duration as director.”
