LISBON — The town has outgrown its business software, Finance Director Ed Karass told the Town Council on Tuesday night.
The council voted 6-1 for Karass to enter into a software service agreement with Tyler Technology, after an hourlong presentation on the problems with TRIO and the merits of upgrading to MUNIS.
MUNIS software is organized as a system of integrated applications to manage the entire business cycle, including budget planning, execution of the budget, and compiling the results of operations in a format that is compliant, according to Karass’ report.
The current software is not flexible enough to pull reports the way the council wants to see them, Karass said.
Business Manager Diane Barnes said the current software company has 17 open tickets going back to 2010. She pulled a report for the meeting and until then was unaware that there were so many and that it showed a pattern of poor service.
Councilor Kasie Kolbe asked Barnes if there was any information on the competitors in the councilors’ packets and Barnes said there was not.
Kolbe voted against the recommendation. Councilors Dale Crafts, Eric Metivier, Chris Brunelle, Allen Ward, Normand Albert, and Chairman Roger Bickford voted for the change.
In other business, the council:
* Authorized the treasurer to send notices to five property owners advising they have 30 days to pay back taxes and fees.
* Authorized Barnes to solicit bids for town insurance and services.
* Approved changes to the purchasing policy with an amendment.
* Scheduled a workshop with the School Committee at 7 p.m. Feb. 23 to review the audit.
* Authorized Barnes to get quotes for standard offer electricity and to enter into a contract for the best pricing.
* Rescheduled the public hearing to change voting locations to Feb. 16.
* Adopted the Lisbon Microscope and Telescope borrowing agreement proposed by the library and unanimously recommended by the library’s governing board.
* Approved the design for stained-glass artwork at the library in memory of Mary Lou Schalk. Gifts and donations from Friends of the Library will cover all costs.
* Authorized the Library Department to apply for the Dollar General Summer Reading Grant for up to $3,000. The money would pay for a summer intern so the reading program could be held twice a week instead of once a week.
