TURNER — The Board of Selectmen announced late Monday night that it appointed Rodney Guptil of Turner as fire chief.

The decision followed an executive session at the end of the Monday’s board meeting.

Town Manager Kurt Schaub said Guptil has been a member of the department for more than 20 years.

Guptil succeeds Mike Arsenault, who announced he was stepping down Nov. 1 after 10 years. He cited “differences of opinion” with the Board of Selectmen as part of his reason, but said he would continue to assist the department.

Also Monday, Rescue Chief Toby Martin presented framed awards to six members credited with saving the life of Christine Letourneau on Nov. 6.

Martin described the scene when Letourneau, 46, suffered cardiac arrest and was resuscitated by the team using medication and a defibrillator.

Letourneau, with tears, expressed her gratitude to the rescue members and hugged each one who helped save her life.

James LaFlamme, Lena Lavoie, Lt. Ross Gagne, Shaun Lavoie, John Arsenault and Brenda Gagne were recognized for excellence in emergency care.

Martin also announced that the first turkey dinner fundraiser Nov. 17 brought in nearly $1,200. Those at the North End Fire Station were recognized for their help in making the event possible and were presented with a chain saw as a token of appreciation.

Ron Smith summarized the town’s 2015 audit, saying as of June 30, the town had no outstanding debt. He commended officials for setting aside money in advance for capital projects and its percentage of undesignated funds in the budget. He said it was apparent those running the town “understand their business.”

In other business, Selectman Ralph Caldwell raised a concern about the lack of oversight of used car lots cropping up on Route 4 lately.

Schaub provided information on a moratorium to halt more of them while officials consider whether they should be regulated.

Selectman Angelo Terreri said people generally should be able to do what they want on land they own. “We have so many restrictions already,” he said.

Selectman Denis Richardson said leaky cars parked on unpaved surfaces could contaminate the soil.

“I’m not opposed to the ones we got, but do we need five more?” Caldwell asked.

Richardson motioned to institute a moratorium, Kevin Nichols seconded it and it passed by a vote of 3-2.
