JAY — The Planning Board voted last week to issue a shoreland zoning permit to Clark’s Cars & Parts, doing business as Riverside Scrap, which plans to operate a junkyard and automobile recycling business at the former Otis Mill.
The property is next to the Androscoggin River.
The permit only includes the installation of the oil/water separation unit. It does not include the installation of a plunge pool, Code Enforcement Officer Ronda Palmer said.
The permit covers the installation of two concrete storage slabs, a retaining wall between the slabs, installation of a new utility pole and the extension of a rail line into the property, she said.
The railroad tracks run beside the mill property.
The site will serve as an export/shipping location for all of Clark’s locations.
The applicant will be required to obtain a processors license from the Maine Department of Environmental Protection if any processing equipment will be on the site for more than 30 days per calendar year, Palmer said.
Once industrial activity begins on the site a multisector general permit will also be required. Other permits that will be required are a permit by rule issued by the DEP and a flood plain permit issued from the town.
Selectpersons issued a one-year junkyard permit and a five-year automobile recycling permit to the business July 27.
