ROXBURY — Selectmen appointed several people to municipal positions Tuesday night in their first meeting since Rodney “Bing” Cross was elected to the board March 2.
Doreen Stinson, who was elected to a three-year term as town clerk, was appointed night to a three-year term as administrative assistant. Stinson replaces Nina Hodgkins, who decided not to run for another term as town clerk.
Hodgkins was appointed to a three-year term as health officer.
Mike Mills was appointed to a three-year term on the Planning Board and former Selectman Mike Worthley said he would consider taking on a three-year term as a Planning Board alternate.
Appointments for one-year terms ending March 8, 2016, were: Rob Stevens as assessor, Ray Carver as fire chief, Dale Roberts as assistant fire chief, Matthew Patneaude as Emergency Management Agency Civil Defense director, Bob Folsom Sr. as plumbing inspector and code enforcement officer, and Sue Milligan as animal control officer.
Selectman John Sutton was re-elected board chairman. Sutton said Folsom, who served both positions last year, will be responsible as code enforcement officer, for anything involving Roxbury’s shoreland zoning, building and land-use ordinances.
Gordon Gamble was appointed to represent Roxbury on the Med-Care Ambulance board of directors.
In other business, selectmen scheduled a workshop for 4:30 p.m. Tuesday, March 24 at the town office to discuss engineering proposals for a new salt and sand shed, a new retaining wall at Ellis Pond (Roxbury Pond), a new bridge on Main Street, and dry hydrants on Horseshoe Valley Road and near Roxbury Pond.
Sutton suggested starting with the retaining wall on the first beach, but Selectman Tim Derouche wanted a workshop to discuss everything first, and then develop an itinerary.
Town meeting voters OK’d raising and appropriating $58,650 for the engineering work.
The board will also discuss requests for proposals for the new town website. Additionally, at 10 a.m. March 24, selectmen will meet with the Oxford County Regional Communications Center director and state their case for a cell tower for Roxbury. The regular selectmen meeting at 6 p.m. will follow the workshop.
Derouche also chose July 13 through 17 for the annual summer cleanup, but asked Deputy Clerk Hodgkins to verify that those dates will work.
Selectmen voted 3-0 to draft a letter to Dixfield Town Manager Carlo Puiia about how the Record Hill Wind Farm has economically affected Roxbury to date.
Chairman Sutton said he’d been contacted by Grayson Child of Dixfield who asked for the information. Sutton and Derouche said the only impacts are that the school valuation and county tax assessments are up, but the tax rate has dropped.
