FARMINGTON — Franklin County commissioners held a public hearing Tuesday on a proposed $1.18 million budget for the unorganized territory for 2015-16. No one from the territory attended.

Some changes were made to the original draft that was introduced Nov. 4.

The new proposal is expected to be voted on Dec. 16. It is $55,689 less than the current budget. It is also $21,416 less than the initial budget proposal.

There had been $35,000 for Land Use Planning Commission planning in the draft but county Clerk Julie Magoon learned it is not allowed under state statute so it was removed.

She is hoping that once a tax-increment financing program is amended, a category could be added to the TIF to cover the planning expense.

Commissioners voted to transfer money from the unorganized territory unassigned fund to replenish reserve accounts. They added $20,427 to the perambulation reserve account, $2,120 to the Reeds Mills Road reserve, $5,000 to E911 reserve and $150,000 to the paving reserve.

If the spending plan is approved by the state and commissioners, the tax assessment for the 2015-16 budget will be about $1 million, according to Magoon’s information.
