RUMFORD — Police said a local couple is charged with selling cocaine and heroin from their apartment on Waldo Street.

Emily Lemay, 20, and Angel Cabrera, 22, were arrested Saturday on two counts of Class A aggravated drug trafficking and one count of Class B criminal conspiracy. 

The trafficking charges rose to aggravated because the activity took place near a school safe zone. Conviction carries a minimum sentence of four years and up to 30 years in jail. Conviction of the conspiracy charges carries a sentence of up to 10 years. 

Cabrera was being held on $5,000 cash bail and Lemay on $500 cash bail as well as a pretrial services contract on Monday, according to an official at the Oxford County Jail. They are expected to appear in Oxford County Superior Court in Paris on Sept. 4.

The arrests stem from an ongoing investigation into drugs being brought into Maine, according to Matt Cashman, supervisor of the Maine Drug Enforcement Agency’s Western District Task Force. 

Rumford is a peripheral target for dealers, Cashman said, as profits from drug sales are greater.

“I look at the area as a wheel; Lewiston is the hub with the other areas the spokes,” Cashman said. 

On Saturday, police, with the assistance of the Oxford County Sheriff’s Office, served a search warrant on the apartment, seizing an unspecified amount of prepackaged cocaine, heroin residue, $1,600 in cash, digital scales, cellphones and other drug paraphernalia. 

Also seized was 116 grams of an unknown white powder that’s awaiting chemical analysis. 

According to court documents filed by Maine Drug Enforcement Special Agent Tony Milligan, a day before the arrests, individuals leaving Lemay’s apartment told police they saw 100 grams of cocaine and “a lot” of heroin. 

On July 16, an undercover police informant purchased heroin from a seller affiliated with Cabrera and Lemay, who police believe are in a relationship.

Later, the same seller told police he helped import cocaine and heroin from Lawrence, Mass., and distributed it locally. At the request of police he negotiated a heroin deal over the phone with Cabrera, according to Milligan.

After he was arrested, Cabrera allegedly admitted he and Lemay had been selling drugs for about a month. He did not specify the amount, Milligan said.

“… he was not the ‘top guy’, implying that despite the vast amount of drugs being distributed they were working for a boss that he was afraid of,” he wrote.

Investigations are ongoing and more arrests are anticipated.
