WILTON — The Planning Board will review a plan to add apartments to the fourth floor of the Bass Wilson Building at its meeting at 7 p.m. Thursday, Feb. 20, at the Town Office.

Randy Cousineau, owner of the Bass Wilson Properties at 284 Main St., is proposing to add 10 apartments that would face Main Street, according to the application. He has one apartment facing the lake.

Cousineau bought the former wool mill, which became the Bass shoe factory, in 1990 and started creating and leasing office and commercial space.

He has started work on a proposed hydropower project that would use water from Wilson Stream to generate electricity for the building, as was done years ago. 

Cousineau and Michael Wells started looking at options for alternative energy sources in 2012. A dam and canal off Wilson Lake dates back to at least the 1880s when water power was used for industries. The stream flowed through the canal and under the building. It went through a turbine, creating electricity, Wells previously said.

In other business, the board is expected to review the final subdivision plan for the Cottages at Wilson Lake, a project proposed by Jeff Harris of Harris Golf. 

The board will set a date for a public hearing, according to the meeting agenda.
