FARMINGTON — The Board of Selectmen agreed Tuesday to allow the RSU 9 board of directors to appoint a new director to represent Farmington.

Eric Gilbert, who was elected in March, has moved to Jay, Town Manager Richard Davis told the board. Gilbert’s successor would serve the remainder of his three-year term, he said.

The school board has 30 days to appoint someone, but they have not received a resignation letter. The date of the letter indicates the 30-day period, Davis said.

The town has missed the deadline for the November elections, Davis said. The other option is to hold a special election at the town’s expense. Selectmen cannot appoint a school director.

In other business, the board postponed action on a proposed contract amendment with Waste Management Disposal Services of Maine for bulky waste. The service has proposed a 2 percent increase, effective Nov. 1, based on the Consumer Index. The increase would be $66.49 per ton for bulky waste, Davis said.

The company has offered the town a price of $58.65 per ton until November 2015.

This price hasn’t been seen since 2001, Davis said. The quote is good for 60 days.

Selectman Andrew Hufnagel has pursued a proposed plan for Archie’s Inc. of Mexico to take over the town’s recycling and waste management. He wanted to hold off on the contract amendment until the estimated figures for the Mexico service are submitted. 

The board agreed to wait until its next meeting on Oct. 8 to discuss the options.

The board also set a public hearing and special town meeting to adopt the proposed downtown tax increment financing plan and amend the Franklin Printing TIF.

The meeting was set for 6:30 p.m. Oct. 29 at the Town Office.

Board members asked about the opportunity to see the mapped area for the proposed TIF district before the meeting.

The board unanimously elected Stephan Bunker to serve on the Revolving Loan Fund Committee. Bunker replaces Emily Floyd, who resigned.

Davis reported that the Lac-Megantic Relief Fund is now at $32,755. 

Bracelets for entry to the Oct. 12 benefit concert for Lac-Megantic are now available at Mooseville, County Seat Realty and Madore’s Market, board Chairman Ryan Morgan said. 

Lac-Megantic officials will attend and local firefighters will be recognized during the three-hour concert starting at 6:30 p.m. and featuring local musical groups.  The concert takes place in the Student Center at the University of Maine at Farmington.
