SACO — Police arrested a man for allegedly exposing himself on Friday for the second time in 24 hours.

Steven Armstrong, 61, of Old Orchard Beach is facing a single charge of indecent conduct, according to Saco Deputy Chief Jeffrey Holland.

On Thursday, another man, Michael Smith, 46, also of Old Orchard, was arrested on the same charge as Armstrong.

Uniformed and undercover officers have been actively working several locations in the city, particularly Cascade Falls park and the commuter parking lot on Industrial Park Road, in an effort to curb illicit activity.

While checking the Cascade Falls area, Detective Fred Williams observed Armstrong expose his genitals to the officer, according to Holland.

As the detective approached, Armstrong continued to expose himself. He was subsequently arrested.

Friday’s arrest marked the fifth by Saco police resulting in a charge of indecent conduct, including one where a man grabbed an officer’s genitals and asked, “Are we doing this?

Armstrong was booked at the Saco police station and released on $160 bail, Holland said. His court appearance is scheduled for Oct. 16.
