PORTLAND — The Portland City Council will discuss making it legal for adults to possess marijuana in the city in a public hearing tonight. 

The hearing focuses on a citizen initiative that would make marijuana possession legal for people who are at least 21 years old. The council could enact the ordnance or let voters decide.

Proponents  have scheduled a 3 p.m. news conference in front of City Hall. Speakers include Portland City Councilor Dave Marshall; David Boyer, Maine political director for the Marijuana Policy Project; Maine NAACP executive committee member Regina Phillips; and Bob Talbot of the ACLU of Maine Board of Directors.
