LEWISTON — David Breer, M.D., has been granted a conditional license to resume practicing medicine by the Maine Board of Licensure in Medicine as part of a consent agreement signed last week.

According to a press release from the Board of Licensure, Breer was disciplined in 2002 for obtaining opiates through inappropriate prescribing practices and has not practiced since that time.

Breer, who graduated from New York Medical College in 1988, had practiced psychiatry in Lewiston. He is now associated with Androscoggin Psychiatric Associates.

According to board records, in March 2012 Breer submitted an application requesting the reinstatement of his medical license. Prior to granting the reinstatement, the board determined that Breer is currently in a substance abuse monitoring program and was able to pass an examination indicating that his clinical skills are still current.

In order to maintain his license, under the consent agreement, Breer must remain involved in the monitoring program and must have a board-approved physician monitor who will observe him in his practice at least once a week.

According to board records, in 2002 Breer agreed to a change in the status of his medical license from “active” to “inactive” rather than undergo an adjudicatory hearing on his prescribing practices.

All board disciplinary actions are reported to the National Practitioner Data Bank, the Health Integrity and Protection Data Bank, and the Federation of State Medical Boards Action Data Bank. These reports are regularly reviewed by every state licensing board in the country.
