PHILLIPS — A convicted sex offender was arrested March 10 after he moved from one residence to another in Phillips and failed to notify law enforcement, Franklin County Sheriff Detective David St. Laurent said Thursday.

Shawn Coolong, 47, of Phillips, a life-time sex offender registrant, was charged on one misdemeanor count of failure to register and update information, St. Laurent said.

The Sheriff Department received a complaint on March 10 and began investigating.

This is the first time Coolong hasn’t registered, he said. A registrant is supposed to register within 24 hours of moving, he said.
