JAY — Voters will be asked Monday, June 8, to approve a $250,000 grant application to rebuild a section of Old Jay Hill Road.

The special town meeting will begin at 6 p.m. at the Town Office.

If approved, the application will be submitted to the Northern Border Regional Commission Economic and Infrastructure Development Grant Program and to the Androscoggin Valley Council of Governments.

The warrant article would authorize the Board of Selectpersons to accept grant funds, assume responsibilities and exercise its authority to implement the programs. The article would also approve the transfer of $50,000 from the Public Works Department budget to the designated grant program reserve account for the required 20 percent match.

The section of Old Jay Hill Road to be rebuilt runs from Routes 17 and 4 to the access road to Polycor, Town Manager Shiloh LaFreniere said. The Canadian-based company is developing the North Jay White Quarry and is building a plant to make granite curbing off Old Jay Hill Road.

Town officials hope the grant will cover the installation of three-phase power at the intersection of the access road and Old Jay Hill Road.

Voters in April approved applying for a workforce training grant of up to $100,000 for the company.

Voters will be asked to transfer $15,000 from the sale of recent tax-acquired property to the Valuation Reserve Account to pay additional legal fees related to the valuation appeal of Verso Paper. The company applied for property tax abatements for the tax years 2013 and 2014.

The 2013 abatement appeal is at the state level; the town’s Board of Assessment Review denied an appeal in April. The board is reviewing the company’s appeal for 2014, which selectpersons denied in May.

Residents will also be asked to authorize the Board of Selectpersons to enter into a new interlocal agreement between the town and Livermore Falls for the treatment of wastewater flows in both towns.

Livermore Falls, which owns the plant, shares the cost of operating and maintaining the plant with Jay, based on sewage treated at the plant.

The towns initially entered into an agreement in 1972 and updated it in 1997 when a new plant was built. The proposed agreement will replace those agreements.

The town meeting will be followed by the selectpersons’ regular meeting. Among the agenda items are police cruiser purchase, dog park, Fire Rescue Department job descriptions and pay rates, and drug enforcement officer.
